I’ve been on consulting sites where users couldn’t change their wallpaper, for crying out loud, and the true reason for this is not quality of service, or protection, or SarBox; it’s a failure of IT to view their job as enabling the workforce.

Big Corporate IT says “no” unless someone above them forces them to say “yes.” Their default mode is obstruction — for outside contractors like I’ve been for most of my career, and also for employees.
